Connections Reform

Connections Reform is the biggest shake-up in decades of how projects connect to the electricity network in Great Britain. The aim is simple but ambitious: speed up clean energy connections, reduce long delays, and make sure the right projects connect at the right time.

The old “first come, first served” model created long queues of projects, many of which were not ready to proceed. Under the new system, projects must show that they are both ready to build and aligned with what the system needs before they can secure a firm place in the queue. This is part of the wider Clean Power 2030 plan, ensuring the UK can deliver net zero energy targets on time.

Key Features of the Reform

Readiness & Strategic Alignment
Projects must evidence that they meet the Gate 2 Criteria. This means proving land rights, planning status, funding readiness, and also showing that the project contributes to the system’s needs — whether that’s renewables, storage, or other priority capacity.

Queue Management
Instead of sitting indefinitely in a queue, projects will move forward only if they meet the new criteria. This prevents “blocking” by stalled or speculative schemes.

Protections for Advanced Projects
Developers who already have firm progress and existing agreements may be protected, provided they can evidence their readiness.

The Readiness Declaration

The Readiness Declaration is now live and required. It’s a signed statement, backed by evidence, that your project is genuinely ready to proceed. Without it, your scheme risks being moved down the queue or delayed.

The Evidence Handbook (published July 2025) sets out exactly what’s needed — from land rights through to planning progress. Developers should be preparing and submitting now.

Connections Reform represents a step change for the industry. It demands more preparation up-front, but in return promises faster, more reliable grid access for projects that are truly ready to deliver.
